Employee stimulation is a permanent topic in an enterprise. Nowadays, with the world economy integrate propulsion and knowledge economy times' coming, science and technology have become the important factors to determine the enterprise's competition position, the quality and the activity of the stuff are the principal power for the enterprise's development. Accordingly, a successful enterprise pay more attention to the stuffs enthusiasm and creativity, and spend more time and energy to arouse the employee exerting their potential, and regard the stimulation as a trump for the enterprise's longevity.The stuff's equity feeling is the main factor that influences their activity. Equity comes from the comparison of the two sides: one comes from the salary compared with the congener post outer; another important side comes from inner. The inner equity is that the employees feel the equity after they compared with other's salary whom in the same company. So, we must not only pay close attention to the absolute value of the position, but also to the relative value of it.Each position in a company has different kind of work. It is well known that employees in different positions must have different salary. But how to set up the salary system? How to determine salary of different position in a company? What is the gist to decide the employee's salary? We will have the answers of these questions in the article.The article analyses the reasons why the employees are dissatisfied with salary, and shows the importance of salary management. And it also explains detailed what is the salary and sense stricto and generalized concept of the salary and it's function.One of the important content of salary management is design of salary system. And the article emphasizes the basic flow of salary system, and discuss further the important link-work evaluation.Analysis of above theory can direct design and implement of salary reform of DFR. The article explains the importance of salary management system by analysing developing environment of DFR .At the same time, it will show that scientific salary design needs the supports of advanced means. The article also narrates operational process of work evaluation in DFR. It not only uses the method of general evaluation, but also considers the requirements of reducing manpower and cost. Set up position level standard by position evaluation. Calculate the working procedure value with "model method", and provide a reliable foundation for piece-work-wage.
