This article is composed of two parts.One is the case and the other is the case study.The case mainly tells us the current condition of the pay system ,the background of the pay reform and some measures made in the reform in GP .The influence of China's entrance to WTO is described at the same time.In the case study,some theories such as the defenition,the functions,the decision of the pay and the principles of the pay design, the critical decided factors are introduced in the first place.Then the scientific tool of position-analysis is used to establish the position-based pay system so as to make the human resource alive in GP.
