Study On Soft Climate Of Investment In Chongqing

The policy of West region development gives chongqing a new Chance for development. This Paper studied the soft climate of investment in detail on the basis of the relationship between SCOI and regional economic development .First of all, this paper analysed the Significance of studing the SCOI,After china entered WTO,the economic enviroment in china become more open and Chongqing has to improve its SCOI to meet the International economic standards, to draw more foreign capitals and then to turn the challenges to the opportunities .At the same time, chongqing also took part in the tensive region economic competition of west region , so chongqing has to improve its SCOI from time to time to get more support from foreign capitals and then to stand out from the competitions of west region . Next, the paper analysed the current SCOI in chongqing by quantity analysis and quality analysis method .Through quality analysis and factor analysis this paper made an objective description of the SCOI of chongqing And through quantity analysis and system appraisal method , this paper appraised the SCOI of chonging under the guide of reference model . And then, the paper pointed out the problems in SCOI of chongqing, These problems includes thought idea ,talents, policy, law ,market, finance ,culture and so on . Then the paper finds out the reasons for those problems. The paper make some suggestions on the basis of the problems in SCOI. Those suggestions are: creating the cultural and social environment on the basis of changing ideas; creating the law environment on the basis of according to the law; creating the policy environment on the basis of carring out the policy; creating the service environment on the basis of the government function; creating the market environment on the basis of developing an unified ,opened , competitive ordering market; cresting talent environment on the basis of respecting the knowledge and talents .The last part of this paper analysed the nongovernment SCOI on the basis of the features that chongqing state owned economy count on a large proportion and there is a need to develop nongovernment investment ,This paper aimed to get a new way of approving the nongoverment SCOI in chongqing .
