On The Transition Of The System Of Local Government Guiding Under WTO

The article is divided into three parts:the reason,the path and the aim of the transition. In the first part,the article analyses that the local government guiding is a strategic choice of the way for the state to achieve modernization on the basis of the backward situation in the developing country. And at the same time,the article demonstrates the value conflict between the guiding and the international regulations system of WTO,putting forward the reason of transition.
