The Construction of Management Information Systems project sometimes just likes a war without smoke of gunpowder. Its organization, management, implementation and successful application invariably contain the painstaking effort of the organizers and all the other staff. It's actual efficiency is always far beyond one's imagination. The case is based on the implementation of Management Information Systems project of the Exit&Entry Administration of the Public Security Bureau of GuangDong (for short: GDEEMIS), which began in 1 999 and has been extended over the whole Province. Began in early 1999, the GDEEMIS has been under elaborate organizing, planning, hard programming, testing and running, and finally was put into application on Jan lst, 2000 officially. GDEEMIS has users over more than 150 Exit&Entry Administration Offices in Guangdong Province. Various facilities used in the systems include 50 SUN and HP enterprise servers, 1000 PCs, and approximate 200 printers. And also there are over 1000 personnel in charge of the daily management. GDEEMIS has boosted the level of entry and exit management to a brand-new stage. In the case analysis, I have done the following job: analysis, the effect of GDEEMIS to the organization & behavior; enumerate some specific relevant resistance and general solutions during its organizing; analysis the effect of behavioral model of the management staff in each rank;discuss the request for an organizational change; and analysis the future orientation of DCEEMIS.Through this case analysis at large, I believe we will strengthen our understanding of the efficiency of organization and application of MIS. As long as we strive, a great success of MIS will surely come along.
