Research On Major Practices And Basic Experiences Of Inner-party Supervision In New Stage

In the new stage, great changes have taken place in social surroundings, which include that the emphasis of Party and national tasks has shifted to the construction of economy, that the strategies of economic system reformation have been established aiming at socialistic market economy, and that the open policy has been carried out. Such kind of background exerts great influence on the theory and practice of inner-party supervision. According to the situational demands, Deng Xiaoping and Jiang Zemin put forward the guidelines of inner-party supervision: (1)the supervision should be carried out with the pace of reformation and opening, (2)Democratic centralism and the construction of basic supervision system should be reinforced. (3)The principle of strictly administering the Party should be carried out and the ruling position of the Party should be reinforced.The inner-party supervision practices are guided by the basic thoughts of the Party, which are manifested in the statements made by Deng Xiaoping and Jiang Zemin. Practices consist of four aspects: (l)stick to the principle of democratic centralism, and ensure the realization of the supervision of democratic centralism; (2)reinforce the construction of concrete system and their binding functions; (S)strengthen the supervision of special supervision departments; (4)reinforce the supervision of leading cadres, which is the key point in inner-party supervision.It can be perceived that in order to improve inner-party supervision, the following points are very important: (1)the emphasis of inner-party supervision should vary with the change of social surroundings, the tasks of the party. (2)to establish appropriate guiding thoughts, the systems of leadership and the arrangements of tasks; (3)to stick to the integration of theories and practices, and stress on the construction of concrete supervision systems; (4)to perfect inner-party supervision with the spirit of innovation. All of these are very beneficial experiences.As far as the problems in current inner-party supervision are concerned, the article puts forward some suggestions: (1)make the importance of inner-party realized by means of encouraging inner-party democracy. (2)regularize, standardize and systematize the inner-party supervision. (3)widen the channels of inner-party supervision, emphasize the coordinating function of the inner- and outer-party supervision. Through these measures, reinforcement and improvement of inner-party are possible.
