| The proverb, "where are rights, where are right remedy" tell us that the motive power of citizen's using his rights of access to justice comes from the need of right remedy. Doing the research on actionable range, we should demarcate its accurate content: which matter citizen can bring suit. In this article, the author first discuss the legal principle of citizen's right of access to justice, and on this basis, she proves that citizen's right of access to justice is social right of citizen's, which is the most important human right. Therefore, anyone has the right to decide whether bring a lawsuit or not. In this way, she gives the conception of actionable range: if citizen regard his social right is infringed on, or his some social right need to be legally confirmed, he will have the right of action.Except introduction and ending, the article includes four parts.
