The Reforming Of The Small State Owned Enterprise Of Baiyun District

This is a thesis on the state owned enterprise belonged to Baiyun District. Such enterprise refers to those economic entity and directly subordinating enterprise which is direct invested by the Financial Department of Baiyun District or is launched and managed by the Party and government offices of Baiyun District. When we take both its regulation of quality and quantity into consideration those enterprises are small ones.According to the data ,only the minority of the state owned enterprises can maintain a stable management. And the majority of them in Baiyun District still keep a dissatisfactory management and even in a very woeful predicament. There existed some problems in the enterprises , such as the industrial structure is not rational, the management of the enterprise is tacking in standard, the economic efficiency is very low.The various problems appearing in the small state owned enterprise of Baiyun District mainly because the reform of the ownership system is held up and the reform is not in thorough way.The Baiyun District government should carry out strategic regrouping and regulating to adjust the layout of the state owned small enterprise. And its goal is ,to lessen the state owned assets step ty step from most of the current state owned enterprises, to reverse the trend of running the state owned assets at a loss, and to pour those assets into the fields which have promising future or really need the support.Ther are three chief forms of the reform of the small state owned enterprise of Baiyun District, such as the transform of share-issuring, selling some outdate enterprise and close down those are suffering heavy losses.The difficalties of reforming the small state owned enterprise of Baiyun District are, holding too mchh staff constitutionally, keeping a high proportion debt, running off the state owned assets.The reforming of the state owned enterprise need not only the effort of the enterprise but also the participant of the government .And the government takes much responsibility than the erterprise do.
