| The natural gas rate is an important lever that pushes the natural gas upper-stream and down-stream industry developing. If the rate is too low, the development of the upper-stream industry is difficult, and the yield of natural gas can not go up. If the rate is too high, the development of the down-stream industry will become difficult, and the natural gas consumption will not increase, and this also can affect the development of the upper-stream industry. When we have a reasonable natural gas rate structure, our natural gas industry would develop healthily. Therefore, according to the actual circumstance of natural gas industry, it is important to study the problem of rate regulation economy of natural gas in China.This thesis firstly introduced the regulation economy theories of that relate to natural gas rate structure. And then the thesis systematically analyzed and studied the problem of natural gas rate regulation economy of China. Finally, according to some hypothesis condition, the thesis established the mathematics model of well-head price and transportation rate and distribution rate.From the constructions, the thesis is divided into seven parts. In the first part, the thesis introduced the main regulation theories that relate to natural gas industry rate structure and the economic characteristic of natural gas industry in brief. The second part of this thesis concisely retrospect the development of natural gas industry in China, and then analyzed and studied the present condition and the main problem of our natural gas industry rate structure. The third part analyzed the influence factor of natural gas industry rate structure in China. The fourth part of the thesis mainly studied the natural gas wellhead price of China. On the basis of introducing the evolvement of natural gas well-head price and analyzing the natural gas well-head cost, this part studied the pricing method of "cost add profits". And then this part mainly studied the pricing model of natural gas well-head price in China, and finally gave an example for illustrating the effect of the model. In the fifth part, the thesis studied the regulation economy of natural gas transportation rate in China. And then according to some hypothesis condition, the thesis established the mathematics model of transportation rate. The sixth part of this thesis studied the distribution rate of natural gas in China. The seventh part is the conclusion and suggestion of this thesis. |
