| The concept of opening in agriculture is that the state and process of dividing in production field, trade of output, intercourse in technology field, investing each other in capital field, cooperating in service field, cultivating and drawing of good seed, helping each other among members, attaching to international cooperation, etc. they are taken place between different competitors from different areas. After china is a WTO member, the agriculture of ShanDong will be in harmony with the international agriculture quickly, so the study on countermeasure of the opening of ShanDong's agriculture will be in favor of the opening of ShanDong's agriculture.As explanation above, the opening of ShanDong's agriculture includes several fields , but we devote our mind to study the trade of agricultural output, for the fields influence each other and the trade of agricultural output is more important than others. The aim of our study is to strengthen the competing power of ShanDong's agriculture in opening field . Basing on our practice and knowledge , we finish the study on countermeasure of the opening of ShanDong's agriculture, and it includes five main parts.Part I is foreword . In the foreword , the study expound the meanings of agricultural opening, and the aim, signification and guidance thought of the study . The guidance thought of study shows the syncretism of economical interest, social benefit and zoological benefit, embodies the reformation of government function, expatiates on the mentality of government's macro sustainment to agriculture, nails down our study aim that strengthening the competing power of Shandong's agriculture in opening times .Part 2 is the study on opening pattern of foreign agriculture. The part mostly expatiates on the common point of opening pattern of foreign agriculture. The common points are the followings: first of all, foodstuff sureness is the ultimate rule of opening pattern of foreign agriculture. Secondly, basing on their relative superiority of natural conditions , they all cultivate it to be superiority of competition in agricultural open. Thirdly, their production in common lead or follow direction of world agricultural market demand and development. Fourthly, they all actively take part in international action, such as technology intercommunion, service cooperation and multilateral negotiation in the international bound. Moreover, they all attach importance to the durative development of41agricultural economy.Part 3 is the study of the opening status of ShanDong's agriculture, and the influence on ShanDong's agriculture after china into WTO. Above all, the study analyses the status of ShanDong agricultural development and it's opening status . Moreover, we analyse the influence , after china into WTO, on agricultural industry structure, agricultural trade condition, agricultural rule system and agricultural service mechanism condition. The development of ShanDong's agriculture indicate that, comparing to other provinces in china, ShanDong's agriculture provides with more superiority of production factor, and keeps head in productivity. The achievement of ShanDong agricultural opening tell us that WTO give ShanDong's agriculture more opportunity and less challenge.Part 4, the main body of our study ,is the opening countermeasure of ShanDong's agriculture. It includes foundation of countermeasure in theory and content of ShanDong's agricultural opening countermeasure . The analysis of countermeasure is divided two section. One is cultivating competing power of agricultural production element. The other is to adjust agricultural structure to the opening circumstance.Part 5 is the study of how to avoid making error during the opening of agriculture. In order to avoid making error and to reduce the cost during the opening of ShanDong's agriculture, the study warns us against making 4 errors. Above all, we should avoid making short of foodstuff.
