The situation for social public security has changed a lot. The crime of violence and the crime connecting with gun are the main forms of criminal cases. They are more and more serious; the under gangs connecting with narcotics purchasing and selling and smuggling are running wild. With the popularity of internationalization digitalization and the use of modern transportation and communication tool, the time used in committing crime will be shortened greatly, those people out of work add the burden of the society and might bring some hidden trouble to public security. They usually risk danger in desperation and commit crimes. Besides this, in order to escape from being arrested, more and more criminals fright against the police without any fear. In the fighting the police will be unable to arrest and control the criminals and might be injured if they are not in good physical condition, it is showed that in recent years, the number of the police who were injured or died on duty is increasing, at present of lacking police force, police's overworking and their bad equipment. In order to do the work of public security well in new situation without expanding the police number, to raise the quality of the police force, strengthen physical training and improve the fighting power becomes a big problem facing all the police and leaders of all strata of public security organ.Lust as said, the police takes half the responsibility of our country's.
