| Shipping industry is the component part of national economy? it plays important role in economic development. As our country goes into the market economy period, the international shipping policy is adjusting. "International Shipping Management Regulations of the Peoples' Republic of China (Manuscript)", which is turned over to the State Council by the Ministry of Communications in March 2000, is a shipping policy to regulate international shipping actions.As a part of" Maritime Law" and one of the 21st century shipping regulations, it shows country's legislation intentions of shipping management and its international tendency. It will play an important role for future shipping industry development.This article is divided into five parts. Basing on a brief introduction on the background and principal of drafting, the paper employs regulation terms in detail to pursue its contribution. Then a full set of feature of manuscript and influence of industry development is worked out. In the last part, the paper makes an attempt to revise some law terms.
