Operational Analysis And Countermeasures Of Agriculture Fiscal Investment In QingHai Province

Agriculture is a special industry that larger social benefits but less economical benefits. Under market economy, agriculture plays disadvantage place whether products market competition or economic resources allocating competition. Seeing developed and developing countries, after walking miles agriculture recession in industrialization, government had to adjust policies, from all aspects strengthed agriculture investment, established agriculture investment mechanism, which made agriculture production stability development. Country makes validing interference to agricucture, which requires a lot of ways and methods. Amongly, fiscal method has direction and overall. Faced to Western Large Scale and WTO(World Trade Organization), QingHai agriculture makes strategy adjustment of industry construture, however, agriculture also requires government fiscal investment in course of the stage. This dissertation makes operational analysis and countermeasures study of agriculture fiscal investment under this circumstance. The dissertation firstly discussed concepts, features of agriculture fiscal investment and relationships between agriculture fiscal investment and agriculture growth. Secondly contrast and reference of some general rules and different features of foreign agriculture fiscal investment (the United States, France,Japan, India). Thirdly from three aspects positive analysis operational analysis of QingHai agriculture fiscal investment, also concluded that exist problems and process features of QingHai agriculture fiscal investment, furthermore discussed adapted measures. Lastly under WTO green box polices, we analysised non-normativeness of agriculture fiscal investment ways, raised countermeasures ot transfering agriculture fiscal investment ways.
