| In China, property management of newly---building housing estate is a completely new concept. Whether in idea or in practice, property management has forged ahead with the development of real estate market in recent years. Especially in the course of marketing commercially residential buildings, property management becomes the main content, which is necessary. Because it introduces commercials specializational and social operation mechanism into the supervision of real estate, property management makes successfully a new industrial administration pattern which is active and modern. With the process of property management and the importance of newly-building residential quarters at present, property management has changed an important newly-emerging industry in real estate. Developmental experience of real estate in many countries and districts enlightens us that sustained and sound growth of real estate industry needs a system of property management which faculty is sufficient and which operation is fine. Therefore, we must strengthen the research of property management which has problems and grounds nowadays. Then we can find out its solving. This article flexibly utilizes cardinal principle of such subjects as administrative theory and economics, makes scientific researches on property management of Chinese newly-building housing estate through detailed figures and examples, analyses its trouble and reasons and puts out six pieces of directing suggestion on the basis. This article is made up of three sections. Part one interpretes related theory of property management of Chinese newly-building housing estate. It also explains its concept~ features and definition, then gives an account of history reforms in property management of residential LI # ~ b??MASTERS THESIS quarters. Part two sums up many questions of property management of Chinese newly-building housing estate. Part three probes how to further develop property management of residential quarters and sets forth six pieces of countermeasure on this problem, combining whit the practice of property management. The original and unique view of this thesis lies in the third part. Firstly, Proprietor management committee of newly-building residential quarters should choose property administrative enterprise by public bidding, keep within bounds both sides by the means of contract, introduce completely competitive mechanism of market. Secondly, in newly-building housing estate, we should liberalize charge standards of property management by taking proper steps and by stages. In the past, government fixes a price. On the contrary, government directs the price at present. The owner of an estate and property management company consult and mark prices by service content and standards, thus, charge standards of property management can establish close contact with service quality of property management. |
