Study On The Countermeasures To Support Agriculture Under The Public Finance Frame

Agriculture and rural economy are very important in the course of a country?s development. How does the finance support the agricultural development? It is a universal concerned problem in economic field and social practice. With the establishment of the market economic system, China?s agriculture and rural economy go into a new stage, but the agricultural development is still seriously confronted with challenge. This paper analyzes the characteristics and problems in the new stage of agricultural development. With the farm products entering the buyer?s market, there exist a series of restricted factors including the slow increase of peasants?income, the poor quality of farm products, the low standard of science and technology, the unreasonable structure of agriculture producing and the low level of agricultural integration. The article finds out the malpractice existing in the old finance supporting agriculture model. They are consisted of the lack of capital, the unreasonable output structure and the imperfect system. The functions of finance gets more and more weaken, and the finance department hardly promotes the agricultural development. On the basis of using the theories of public finance and agriculture economics, the author puts forward that the reform goal of finance supporting agriculture is to establish a new structure under the public finance frame. In order to enhance the level of agricultural modernize, combining the form of industry supporting agriculture in the middle stage of china?s industrialization, the paper probes into the emphasis, direction and measures of finance supporting agriculture from macro-regulation angle.
