As a large-scale stated-owned telecom enterprise, DongGuan Telecom(DGTC) has developed quickly and build a large MIS (Management Information System) with the building of the advanced telecom network, it has played a more and more important role in DGTC's enterprise management. The competition has become more intensely since the open of telecom industry, the survival environment of DGTC is more severe. It is imperative to strengthen scientific management to increase efficiency and reduce cost. It is an effective approach to utilize IT technology to build a more efficient MIS to strengthen enterprise management.This article consists of case and case analysis. Part I (case) introduces the process of MIS construction of DGTC from the beginning of 1990s to now, mainly introduces DGTC how to make use of IT technology to construct a varied of information systems and points out them how to play an role in DGTC, then introduces the puzzle of the MIS construction in DGTC. Part II (case analysis) analyzes the development of the MIS construction of DGTC, it focuses on the benefits of the MIS and the problems in the process of the MIS construction and application, and points out why to produce these problems and puts forward how to solve these problems, then according to the status of MIS construction in DGTC, it puts forward the necessary to construct ERP (Enterprise Resource Planning) system in DGTC.
