Since the Third Plenary Session of the llth CPC Central Committee,as the chief architect of China's reform and opening Deng Xiaoping acutely grasped the trend of peace and development today from the height of our nation's fate and prospect pointing out repeatedly that the key to all the matters in China depends on our own development.Grasping the opportunity developing ourselves and realizing China's modernization soon are Deng Xiaoping's starting and footing points to ponder over matters, formulate policies and deploy all kinds of works.In order to develop ,we need a stable circumstances. Stability is a concept with many aspects in content, such as economic stability, political stability, social stability and so on. Stability is precondition and guarantee with development. Development will lose foundation and can't last without stable circumstances. However, stability is meaningful on the condition that it must be connected with development,for stability is not equal to motionless, nor do it carry on as usual and conservative, nor do it stick to old- fashioned ideas and refuse to change. The final goal of stability lies in development. Deng Xiaoping's stability is in the course of changing and developing.Pursuing stability is not our simple aim but the all-development of the social economic and politics. Sometimes we,in order to develop, even allow a certain unstableness in some scopes. Therefore, Stability is a kind of orderly and changeable coexistence with development, namely, the relative stability is in combination with relative unstableness.The stable aim lies in development, we must reform in order to develop, forreform is not only the direct impetus for us to develop socialism, but the inexorable way to our socialism modernization. Otherwise, we would find ourselves in a blind alley. As the second revolution, reform is sure to be full of danger: so we must pay some price. On the one hand, reform will break the old system, which is coming to disintegrate and useless, on the other hand, new system wait to grow and perfect. Thus, during the course of the alternation between old and new system, there would be some disorders and chaos in a certain fields and aspects of social life. That would lead to the social unstableness. In addition, reform broke down the old mono benefit pattern, which filled the socialism economic with vigor and dynamic. On the other hand, the regulation of the benefit pattern, involving many people's immediate interests, inevitably bring contradictions and frictions, which impacts on the social stability. There are many factors threatening our social stability now, such as the spread of corruption and degeneration, the extension of the gap between the rich and the poor, the lose of the central authority, the raising of unemployment rate and so on Just because there are so many unstable factors, Deng Xiaoping emphasized again and again that stability is the most important of all the matters in China.Stable aim is development. The key to all the matters in China depends on our own development. Identically, only to develop, we can get the real stability. The economic development and the social improvement are the solid foundation of our social stability.
