After 1937"Lugou bridge incident", the Japanese captured Beiping, soon the fall of Hebei. For the purpose of convergent wealth to support its military war, using opium to collect intelligence, and weaken the people's resistance to awareness, temptation of can not ban against opium poison many times and so on, Japan's planned implementation opium poisoning policy in Hebei. Set up institutions of North China Smoking Ban Bureau under the control of the Japanese, drawn up on opium cultivation, purchasing, manufacturing, transportation, smoking and other policies, its essence is the implementation of opium statistic. In addition, set up the North China Pharmaceutical Association in order to strengthen the control of opium poison and merchant of opium. With the development of the situation, their policies have been adjusted and completed the changes from the surface against but secretly connived to mandatory poison.
