Research On Zhili Technology Bureau

In the late Qing Dynasty, under the slogan of"the promotion of industry", the central and provincial had established technology bureaus. Zhili technology bureau is in support of Yuan Shikai, founded by Zhou Xuexi. Due to its biggish scale and remarkable result, it became a model for the provinces. Absorbing the basis of previous research results, through consulting newspapers and magazines, memorials, paperwork, etc, this paper do a case study for Zhili technology bureau ,in order to have comprehensive ,holistic and objective understanding.Zhili technology bureau includes Higher industrial school, Internships workshop, Quangong exhibition, educational goods manufactory, Quanye iron factories, and other organizations. equivalent to an"industrial Promotion Center", with the aims of promoting the model, teaching technology, in order to mobilize civil financial viability ,invest in modern enterprises.Text is divided into four chapters: the first chapters introduces the background what Zhili technology bureau was founded: the Qing government implemented The New Deal, promoted industry-commerce, Zhili implemented the central command, Zhou Xuexi sought to rectify the Zhili. The second chapter describes the situations what Zhili technology bureau and subsidiary bodies were established, including Higher industrial school, Internships workshop, Quangong exhibition, educational goods manufactory, Quanye iron factories. The third chapter analyzes Zhili technology bureau management thought and practices: first, in aspect of management system, Formulate strict rules and regulations within the enterprise, separated rights and duties, established perfect management system; second, in aspect of personnel management, Zhili technology bureau made good use of personnel, strictly managed personnel, but also paid attention to the education, training ,coordination of internal staff, to promote the development of Zhili technology bureau; In aspect of marketing, Zhili technology bureau adopt a variety of ways, such as advertising ,personal selling, promotional agencies, to exploit the market.
