Saskatchewan was a "have-not" province in its history, with its per capita income and gross provincial product below the average of Canadian.In the winter of 1971, the New Democratic Party took power, and left office until 1982. During these eleven years, Canada was haplessly in trouble. After the 1969-1970 economic crisis, Canada experienced a new cycle of economic boom from Jan. 1971 to Mar. 1974, then subsequently she suffered crisis twice separately from 1974 to 1975 and 1981 to 1982. Consequently, Canada was haunted with a series of economic troubles, such as inflation, high interest rate, high unemployment and a long-standing slow increase in economy and so on.And in Saskatchewan, such a less well-off province, the pressure of the crisis and the wishes to get rid of it is more and more obvious. Innovations always serve some purpose, and sometimes even make you have no choice but to do it. Apart from the external factors, there are four internal factors that remove every obstacle for the government to innovate, including the strong tradition of innovation, a solid political foundation, an extensive mass basis and a sound economic foundation.In order to change the circumstance status quo, the Saskatchewan government had to innovate. From 1971 to 1982, Blakeney government gradually introduced about more than 120 innovations in economic and social realm during its three terms with the governance of her Premier. These innovations include Crown Corporation innovation, the land bank program, the Potash take-over and a guarantee for disadvantage people, etc. Thus in this way, the government gained more control over its economy, improved people's living and health condition, and enhanced the social stabilizationIn a word, owing to the innovations, the economy of Saskatchewan did not shrink as other provinces of Canada. In turn, the provincial GDP has expanded fourfold, with 4.88 percent real annual average grow rate. Furthermore, from 1971 to the end of 1981 the average annual rate of unemployment was 3.9 percent compared to the Canadian rate of 6.9 percent. Therefore, the Saskatchewan NDP government was known for its innovative programming, and recognized as one of the innovative governments in Canadian history, setting an lustrous example for those who get innovation on going or has intention to innovate.
