The Ili General Guang Fu

Guang Fu, as a Mongolia Xiang Lanqi people, joined Shenji Barrack of Qing Army in the early years of Tongzhi and engaged in the war to recover Xinjiang. More than living in Ili, He used to be assigned the Senate collar, Ili Weiyuan total campers,Fudutong Ili, and Ili General. Guang Fu in Ili New Deal in the late Qing period, a dangerous and hard time, Guang Fu followed the former Ili General's New Deal policies to ensure Ili's peace; and at the same time, he acquiesced in the revolutionary party's activities, opening a revolutionary trend. In the Revolutionary Period in Ili, Guang Fu won his reputation both for his benign character and prestige in mediating in the Ili Revolution.There are six parts altogether that consist in the article. The past researches on Guang Fu are summarized in the foreword that is as the first part, in which their findings, flaws and significances are included. In the second part, with an overview of the life of the Guang Fu, most of his experiences are accounted in which the verified identification of XiangLanqi of Mongolia and his expired date are defined. The third part is about the historical background when Guang Fu was appointed as the Ili General. Much contents in the Ili New Deal were determined to a large extent by the harsh conditions at the end of the Qing Dynasty which eventally resulted in the compromise made by the revolutionary partisan; his origination from the Shenji ying and the candidacy of the General Stationed on Border provide the opportunity for Guang Fu to become General Ili. Part IV is about Guang Fu as the Ili General and the New Deal at the end of the Qing Dynasty, the main contents of which is about training and adjusting the Qi, taking measues on people's livelihood and establishing diplomatic relation with Russia, the seriously implementated new policies by Guang Fu improved the living conditions of the people in Ili. The fifth part is about the connection between the Ili Revolution and Guang Fu, the implementation of the Ili New Deal won the supports of all walks of life in Ili where the configuration of the revolutionary forces is like that: the middle force was the most powerful and both the counter-revolutionary force and the revolutionary forces are relatively weak. Guang Fu coordinated in the configuration successfully. In Part VI the conclusion is made based on the facts of Guang Fu's whole life that Guang Fu was a great general who had successfully coordinated the rivalries in the Ili Revolutionary by his prestige and benevolence and eventually preserved the beautiful city of Huiyuan.In this paper, based on historical material and by browsing Guang Fu's all life activities, I research the practice of Ili New Deal under Ili General Guang Fu's governace, and explore the reasons that Guang Fu reconciled Ili Xinhai Revolution, hoping people could have more objective and comprehensive knowing to Guang Fu.
