As the first general collection of poesies in ancient China,the Book of Songs'(Shi Jing) significance should not be located in literature merely,and then, the Book of Songs covered anything on history,politics,culture which reflected all kinds in Zhou Dynasty and particularities of Chinese civilization orientated to Zhou Li(ceremony,rite and institution of Zhou). Around the circumstance of patriarchal clan system and ritual civilization in Zhou Dynasty, the Book of Songs was formed that served for Zhou's reign. The contents of all parts of the Book of Songs were coincident which were connected tightly with etiquette and music culture of Zhou.The paper consists of five parts.In part 1, analyse the core thought of West Zhou's etiquette and music with reference to Zhou Song and Da Ya,especially in the thought of admiring ancestors in feting songs in Zhou Song,in which reflected the governors at the early time of Zhou were in search of valid bases for their regime. In part 2,we narrate the relation between banquet ceremony and the government with reference to the banquet songs in Xiao Ya and the Enfeoffment in Early Zhou Dynasty. In part 3,we distill the common ground from fifteen Nation Songs ,then compare to some parts in Ya and Song,in order to express the cultural oneness of fifteen Nation Songs. In part 4,we express the produced time of Shang Song and Lu Song,and the connection with the ceremony culture of Zhou. In part 5,we draw the outline of the Book of Songs' several compiling,analyse the affiliation between the compiling procedure and politics. On Confucius'deleting songs that last one thousand years,we advanced our special opinion .The clue of five parts is the oneness of thought in each part in the Book of Songs,and the connection with Zhou's etiquette and music culture.
