The Qing Dynasty, which was the last feudalistic society, begun to fade after going through his summit—the flourishing age of Kangxi, Yongzheng and Qianlong. The main reasons for this are the complex surroundings such as the civil strife, the foreign aggression and so on. At the period of Jiaqing and Daoguang, China began his new era, that's the modernization. Tangpeng, a represent of the people who insisted on the emphasizing statecraft, played an important role in improving the scholar current with his partners, such as Gong Zizhen,Weiyuan and Zhang Jiliang. Tangpeng who full of thinking, is an outstanding poet, scholar and reformer. However, we threw little attention to Tangpeng, especially his poetry, and the aspects that we paid attention to are his academy and his ideas, the reasons for this were because of his short life and other elements.Haiqiu poetry anthology is Tangpeng's masterpiece. They are mainly expressed the author's ideas about the policy, reflected the social reality of Jiaqing and Daoguang period and described the place of interest of Beijing and Hunan. Tangpeng's propositions on poetry are as follows, learning the ancient, reflecting the true feeling and emphasizing the change. This thesis mainly focuses on Tangpeng's poetry and his proposition, and then estimates objectively his influence and role with the help of the former research and the author's life and ideas.
