Shortly after the liberation in 1949, the suburb economy of Shanghai was very depressed and various political forces in society remained complex. To implement brand-new policies of the new regime in Shanghai suburbs, the government must effectively mobilize the rural people in Shanghai to gain support for the social reform.This paper, based on the transition of the rural areas in Shanghai of the newly-found State (1949 - 1952 years), provides a reference for the positive interaction and social harmony between the state and the country through the study of historical background of rural mobilization, the effects of specific practice of the Chinese Communist Party.Shortly before the liberation, the countryside of Shanghai was under the rule of Baojia system. People led a very hard life, having weak connection among themselves, and they knew little about the Chinese Communist Party and the new regime. There are three major tasks for the new regime in Shanghai rural areas: political reconstruction and recovery of economic development and for the political aims; make the public ideology keep in line with the new regime; transform party organizations to adapt to the new transition in Shanghai Suburbs. To accomplish these tasks requires the close co-operation between the mobilized object and the mobilized subject, to achieve the goal of social reform with the mobilization of the main subject.By analyzing the mobilization of the subject and the object, this paper, check the leadership of government agencies at all levels in mobilizing Shanghai rural people, the effectiveness of various mobilization strategies, and related factors of mobilized cadres, farmers, landowners and other people's response to rural going. All levels of government institutions and cadres will mainly form the mobilization network, which will take charge of to all reform items and readjustment of policies in rural areas of Shanghai With the process of mobilization going on, the mobilized people will naturally adjust their own words and actions actively or passively to meet the requirements of the mobilization in order to preserve and expand their own interests. The interaction of the mobilization of sponsors and the mobilized vividly showed a historical picture of mobilization in Shanghai countryside. This prompts us: In Shanghai suburb mobilization system in the early years of the new nation, the mobilization of sponsors set up direction and the goal for value through controlling social resources, and the mobilized gradually set up understanding of the new society and standard of their action in the process of responding to mobilization, which led to fundamental changes in politics and economics in Shanghai suburb and huge transformation in people's thinking and psychology. During the period 1949-1952, the gradually formed "mobilization of the whole, well-organized" top-down model of mobilization in Shanghai rural areas put a profound impact on the rural way of life in Shanghai, and foreshadowed the subsequent political and economic development in Shanghai suburbs to some extent.The mobilization of the people of Shanghai of the new nation received a significant effect: primarily building a new regime in Shanghai Suburbs; promoting rural economic development; enriching people's spiritual life; enhancing the people's national identity. The features of historical development of their own made the mobilization of the new regime in the rural Shanghai present three characteristics: Shanghai government bodies at all levels representing the main direction of development in mobilization; the mobilization of sponsors in Shanghai suburbs using the top-down path method; and strategy of building awareness of the identity in mobilization. We reflect the adverse effects of the theme "extensive-politicization and the extensive-classification" in mobilization of the Shanghai area, getting inspiration: In contemporary China, to build a socialist harmonious society, to build a new socialist countryside, and to strengthen the construction of the laws to regulate the operation of political mobilization system, we citizens shall gradually cultivate universal "civic awareness" to strengthen the people's conscious and rational behavior.
