Changchun is a young city, which just has 200 years history since Changchun office was built. Because of the restriction of historical material, there was less academic research about Changchun in the End of the Qing Dynasty and Beginning of the Period of the Republic of China. The discovery of Diary of Meng Xianyi provides us with a very important historical material to study the society of Changchun in that period. Study of historical figures is a significant perspective of historical study, through one or more aspects, it can reveal the basic outlook of the complex social history. In this point of view, this thesis is based on Dairy of Meng Xianyi to explore Meng Xianyi's main political achievements during he was in power in Changchun, and to give a more detailed description and study of that period of Changchun., in order to return a more true face to Changchun.This thesis is composed of five parts. The first part is introduction of Meng Xianyi and his dairy. The second part is description of Meng Xianyi and Changchun urban construction, mainly about Meng Xianyi's trading business and his activity of local autonomy with the help of country gentleman. The third part is about prevention and control of Changchun pestilence and the modernization of Changchun health care when Meng Xianyi was power in Changchun. The fourth part tries to explore, under promotion of new politics of end Qing Dynasty, Meng Xianyi's contribution to Changchun's cultural and educational work.The fifth part is description of Meng Xianyi and Changchun foreign affairs, mainly describe how Meng Xianyi dealt with the affairs of the negotiations with Japan and Russia, as well as impacts on development of Changchun, which was controlled by Japan and Russia at that time.
