Make An Ethical Analysis On Global Informationization And Investigate Countermeasures

With the development of information technology and the global informationization , the all-pervasive digital information which appeared everywhere has firmly pushed forward the process of globalization of economic, politic and cultural,so human being enters the information day. In this new era , the older information ethic suffers new challenges, especially widely use of computer and Internet, the information ethics problems have more and more influenced the people's behavior manners in the social intercourse. How to punish the non-ethic information behavior, how to guide people to use information rightly,how to cultivate people's behavior which accord with the norm of morality of the information, etc. have become desiderated social problems. Meanwhile a series of information ethics problems which under the global informationization present planetary incidence. This thesis aims at the digital divide problem is serious, loss of speech and language hegemony, the global information security is threatened,the information rubbish disseminate bordeless as well as an analysis of individual moral confusion in practice which consists of lose individual privacy violation and lose personality value and moral, we should make the global information technology to deal with ethic.This thesis can divided into three parts. In the first part, the author mainly introduces the background of the global informationization and performnance of global informationization which mainly represents global society informationization as well as apparance of the order and criterion of globalization . The second part makes an ethical analysis of global informationization, three subsections are devoted to describe the essence, first subsection outlines the information ethic, including the simple message of the formation of information ethics, comparatives different statements on information ethics and comes to the basic contents of this article and make a brief description of the characteristics of information ethics; Second, making four aspects on global influence of information ethics; finally analyzing on losing personality value and moral in the process of information ethic. The third part, the author attempts to draw on the theory of the universal ethics to make an ethicl way to global informationization, mainly from heteronomy which expressing on formulating public policy and autonomy which mainfesting individual ethics and moral aspects of commissioning and strengthening the autonomy construction of information ethics.The establishment of the global information and more and more frequent global intercommunion of information, information ethics as an information campaign to a standard of good and evil, relying on the people's inner beliefs and special means to maintain social and personal adjustment, as well as between people and the principle of information between the social norms of behavior and mental awareness activities should sum the basic moral consensus. The desertification of global information ethics which aims to promote cultural resonance of ethics to digestion "information imperialism" hegemonic discourse; in order to avoid the information rich and information poor, we should the promote to share the information resources with sub-sharing.
