This paper first analyzes consecutive interpretation process with communication theories and describes the features of it. Based on the analysis and definition of cognitive psychology, its theories are applicable to this research subject. Accordingly, a comprehensive cognitive model—ACT theory and the learning theories are brought in. They explain the mechanism of mind when human beings acquire languages and the law of the learning process, which serve as the theoretical foundations for designing the simulations for consecutive interpretation. Then this paper focuses on the three important aspects of a professional interpreter's competency, from which the goals of this training program are formed. Considering many Chinese have learned English from years of grammar-translations education, the paper specially adds Daniel Gile's Gravitational Model of Linguistic Availability to the previous theories review to be the guidelines for language enhancement. The last part of paper is contributed to applications of the above theories to devising the simulations for consecutive interpretation with details including procedures, durations, locations, personnel and material selections. In the end, it proposes what feedbacks supervisors should provide the trainees to help better their interpretation efficiency and effectiveness.This paper mainly employs literature review as its research method. Through digging into the literature on interpretation, cognitive psychology, the paper forms a theoretical basis and develops a simulation program for consecutive interpretation on it. The significance of this paper is that it not only presents how consecutive interpretations are conducted and the mind working mechanism during the process, but also ventures a tentative plan which the above theories are applied to. This plan is supposed to offer a framework for effective consecutive interpretation training and serve the more creative and resourceful people as a start to enrich, develop and complete it.
