| The Chinese bureaucratic system had developed in a unbalanced fashion under autocratic imperial power after Qin Dynasty for a thousand years and became well established in Ming Dynasty. In order to achieve the absolute authority of the imperial power and eliminate bureaucratic constraints and the impact, Ming Dynasty introduced Changwei system in a single form of violence into the politic system, in addition to terminating the bureaucratic system by "phase of waste" and "separation of powers". Rely on the Changwei system, imperial power of restrict the power of cabinet, further restrictions on the whole bureaucracy in the political life. The Changwei system even to replace the bureaucracy works. In this paper, the legality crisis of the system will be analyzed based on the status and role of the Changwei system and the theories for the change in administration and operation of the Ming Dynasty will be presented. |
