Former researches tended to divide early Liu Shi-pei's ethical thoughts into two stages, nationalism and anarchism. They noted the difference, but neglected the concealed consistency. In fact, perfect society and perfect personality are the consistent ethic ideal and central content of early Liu Shi-pei's ethics.Running though perfect society and perfect personality in early Liu Shi-pei's ethics depended on Liu's generalized ethics and the consistency of his thought. The former has solved the problem of use what to consist. Liu emphasized both social ethics and personal ethics, and used perfect society and perfect personality as the ethic ideal definitely, although he didn't name anarchism's works for ethics. The latter is intrinsic basis of penetrable research. Characteristics of Liu's ethic ideal indicate that perfect society (equality, democracy and harmoniousness) and perfect personality (firm quality, kindheartedness and righteousness) are consecutive pursuit. Liu's designs for the realization of ideal also show the consistency, such as education, economic reform and political revolution. However, penetrable research does not mean neglect of difference. Differences in different stages are also important content of early Liu Shi-pei's ethical thoughts.
