| Although China and the United States have many differences in the political system, economic system as well as the cultural stratification, both countries, as multi-nationality's ones, have much similarity in national bilingual education. This paper first introduces several related concepts, and then separately reviews each country's bilingual education policy evolution course from the historical angle, afterwards carries on the crosswise analysis to both countries'bilingual education policy using comparison. By comparison, both common ground and different spot have been obtained. The common ground is: The bilingual education policy in both countries meets for the national unification need; it's the manifesting of certain cultural idea; it's the economy development method in multi-national area; and it's the safeguard of national minority human rights. The difference spot is: the policy of the United States is formally carried out in multicultural principle but in essence unit culture principle, while China implements the idea of Chinese nation multi-dimensional body culture. The paper finally points out China has achieved a lot in national minority bilingual education work since 50 years ago, but many jobs are required in the policy formulation and the legal perfect aspect, as a matter of fact, the Unites States'practice may inspire us very much in this aspect.This body structure of the paper consists of four chapters:Chapter 1: Historical revision of the Unites States'bilingual education policy, which mainly be divided into three periods, namely seed introduction period (before 60's in 20th century), establishment period (60's -80's) and reform period (from 80's until now).This chapter elaborates the five revisions of 1968 Bilingual Educational Act which happened in the latter two periods.Chapter 2: Historical revision of the Chinese bilingual education policy, which mainly be divided into three periods: Newly-built period (1949-1957), turbulent period (1958-1976) and policy establishment period (1980- now).Chapter 3: Comparison of China and the United States'bilingual education policy. In this chapter, the similarities and differences in both countries'bilingual education policy is mainly analyzed from four aspects such as politics, culture, economy, and human rights.Chapter 4: Enlightenment from the United States'bilingual education policy. |
