The Russian Alarming News and The Alarm Bell Daily are two representative bourgeois revolutionary newspaper in the early 20th century. The new polices in late Qing were just implemented when these two types of newspaper were issued. These two newspaper reported the new polices detailed through different ways and a lot of space. On the one hand, the political standpoint of two newspaper was clear.To advocate"the public politics"in China, namely"Constitutional republic"system through bloodshed, violent revolution and down-top approach, to oppose that Qing Dynasty reached Constitutional objective through peaceful reform and top-down approach; On the other hand, two newspaper expressed their own views to the new polices'measures in the politics, economy, military, education and customs of social life.On politics, two newspaper exposed the Qing government's official corruption that still existed even after rectifying vigorously. To reform the political system, constitutional reform must be promoted, to reform bureaucracy and rectify official system and reform criminal laws. On economy, two newspaper advocated"accumulating money", revitalizing the business and awarding industrial. On military, two newspaper advocated implementing the military national education and training new army. On education, two newspaper made suggestions in the educational purpose, contents, ways etc, to advocate updating educational idea and put forward the idea of training national education,to advocate national army education and popularize education. On customs of social life, two newspaper advocated anti-feet and pursuiting feminism movement, advocated new life movement.Through reading the public opinion of these two newspaper, what politics play a decisive leadership role on media can be found. At the same time, the media has been counterproductive to politics. Media undertakes the role of reflecting the views, will and demand of the public. Traditional politics has to make their own adjustments or changes to adapt to the development of the media in order to adapting to this situation. The alienation effect of Media to politics reflects in the deviation of media to political behavior of the government and political purpose.
