The main objective of higher vocational education is to foster talents with practical knowledge. To put in more time but to obtain poor efficiency in terms of English learning in higher vocational education is the present condition of our country in non-English majors of higher vocational education. One key reason is that what English teachers teach in colleges isn't fit for English requirements for different majors and future jobs of students. English teachers must improve the English-teaching methods and processes to meet the needs of talents for modern applications. With the rapid economic development of Suzhou, the contradictions of talents supply and demand became apparent. The emphasis of the thesis is laid on the construction of new English-learning process in higher vocational educational system which is based on satisfying different English-level requirements for different majors and which should be related with what students will do in the future. Different basis of students and different teaching methods as well as English practicability of different majors should be emphasized in the English-learning process. So, the thesis is classified as five parts which conclude: First, the present conditions of higher vocational education in China as well as in Suzhou, the present state of English learning and teaching in colleges in Suzhou and the relationship between economy in Suzhou and higher vocational education; Second, the Theoretical basis of the constructivism of English learning and teaching students according to their aptitude and different majors in higher vocational educational system; Third, to make a analysis of several aspects of English learning in higher vocational education; Fourthly, to set up a new English-teaching process which is based on different English requirements for different majors of students and the conclusion as the last partof the thesis.
