The Song Dynasty was a period of economic prosperity in ancient China. The development of social economy caused that competitive trading method appeared almost in every economic field. The people in Song Dynasty described the competitive economy trading activities as contracting for operation, contracting for purchase and so on. The Tender and Bidding System had a wide range of subject matter, which could be said to be wider than before, almost involved all the socio-economic sectors, such as: agriculture, industry, handicrafts, commerce, government purchase, and so on. The Tender and Bidding System's procedure was very normative, generally included four steps, such as tender, bidding, bidding evaluation and calibration. Moreover, on the problem of bidders'identity and tender's time limits, according to different circumstances for different treatment, it was the flexibility of the system. In order to ensure that the bidding process proceed smoothly, there still were quite perfect system and legal security. The Song Dynasty's bidding system had enormous superiority, however, it had a number of problems in the implementation, but this did not negate its status and role in the socio-economic life of the Song Dynasty. The tender and Bidding system activated Song Dynasty's economy, increased the national financial revenue, and solved the problem of a considerable number of military supplies in the military-time. Therefore, it could be said that the tender and bidding system was an important and indispensable part of the Song Dynasty's economic prosperity.
