| From the second half of the 19th century to the early 20th century, the United States was in a period of social transformation. On the one hand, with the rapid economic growth, The America has rapidly completed the industrialization and the urbanization, meanwhile, the public wealth has rapid rise and Capitalism has entered the monopoly stage .On the other hand, the industry civilized syndrome appeared in the United States: Economic life confused, fake and shoddy products flooded the market, the interests of consumers were not protected; Urban boss operated the urban politics, politics was dominated by money, the bureaucratic are colluded with merchant, and the political corruption emerged one after another incessantly. The society presented the material to be rich and social progress "antinomy" phenomenon. Beginning with this time's political corruption phenomenon, the article analyzes the reason which causes this kind of phenomenon, especially focused on the Measure for governing the corrupt which was taken by American government.This article is composed by the introduction, the main text and the conclusion, and the main text is divided into three parts:The first part elaborates American political corruption phenomenon from the legislation, the administration and the judicial perspectives. Through the analysis, we can find the American political corruption is very serious.The second part analyzes the reason which causes the American political corruption. Economical, with the rapid economic development and urbanization, the United States society appears serious social problem: The capital is highly concentrated, the society splits up suddenly, the urbanized consequence is serious, monopoly influence control politics, the special interest group controls the legislation. Politically, it mainly discusses the party chieftain system and the sharing political loot system. Socially, the public opinion curries favor with the world, the public are indifferent to the corrupt reflection, and the social ideological trend is chaotic.The third part is the focus of this paper. In the face of serious political corruption situation, the United States Government has adopted a series of measures to deal with corruption. Under the Behind-the-Scenes Plotting Exposure Movement and the Progress Movement's impetus, The US government has carried on a series of reforms for the malpractice which exists in view of the political system; Congress strengthened the legislation and the management of social affairs. Inl883, Congress also passed the "Pendleton Act" and carried on the civil service reform. In the electoral system, with the utilization of formulation, recasting a vote and the recall system, the woman has obtained the voting right; the application of the secret ballot, the pre-election and the direct election system has expand the electoral boundary unceasingly.On the Conclusion, it elaborates the outcome of controlling corruption and affirmed the US government's achievement for governing corruption. Meanwhile, it discusses the anti-corruption measure insufficiency from three aspects. On this basis, we can draw the conclusion: social transition period is a period of high incidence of corruption, which is a common phenomenon of the social and historical development. Then it proposes the prevention corrupt step: Enhancing citizens awareness of political participation and social responsibility are the foundation of preventing corruption, expanding public's free opinion and enhancing supervision of public opinion are the method to prevent corruption, strengthening the leader's quality construction and establishing the authority restriction mechanism are the key to prevent corruption, Enhancing the government's intervention to economical and social problem and establishing the corresponding supervising mechanism are the important measure of preventing corruption.
