| The great site resources is a special kind of public resources. In order to give play to the effectiveness of great site resources we should management such resources from their characteristics, study the performance of their value in the different period, and then design rational management system. There are many great sites in Shaanxi Province, which contain huge historical and cultural value, tourism and economic value, and environmental and ecological value. However, in the transition of the economic and social circumstances, there are a lot of problems in the protection and application of great site resources in Shaanxi Province, so that the value and purpose of great site resources can not be fully utilized.In this paper, the management system innovation of great site resources in Shaanxi Province is studied from the perspective of the orientation of value. Firstly, the relationship between the orientation of value and the management system is disscussed, which include closed-end management based on historical and cultural value, market-oriented management based on tourism and economic value and ecological management based on environmental and ecological value. Secondly, the status and problems of the great site resources management system in Shaanxi Province are analysed based on the orientation of mixed value. Thirdly, we propose the countermeasures on the innovation of management system of the great site resources, which include synthesizing different orientation of value, forming synthetical management goal, setting up a management committee of great site resources in Shaanxi Province, employing a variety of management methods and devising special regulations of great site resources management.As the change of economic and social environments, the orientation of value of great sites will be changed, therefore, the study on the management system of great site resources in Shaanxi Province in this paper is just beginning.
