The major report released on the 17th CPC national conference calls for more proactive and spontaneous promotion of the great development prosperousness in socialism culture. It is the only road we can follow to innovate the content, the institution and the communication method of culture from a strategically advantageous position of the current time if we want to have our culture flourished. Among these innovations, the institutional aspect is the fundamental one. It effects in the long run and is the most critical factor. A sound legal environment for cultural market in Shanghai can be established only when a united and open market with orderly competition is set up, when the legislation, popularization and enforcement of law is emphasized, when the rights and obligations in administrative execution are clearly clarified and when scientific decision-making, digitalized management, and standardized law enforcement is achieved. It is not only an important measure to carry out the essence of the major report released on the 17th CPC national conference and promote the flourish of socialism culture but also the internal requirement from the construction of the law enforcement system in the socialism cultural market to correctly comprehend the current socialism cultural market, the integrated law enforcement in cultural market, the full-scale promotion of integrated law enforcement. The paper tends to analyze the status quo of cultural market, review the protruding problems encountered in cultural market law enforcement and the corresponding solutions on the examples from Shanghai cultural market. The author hopes the study will help promote the flourish in culture and improve the environment in metropolitan culture development.The paper is divided into six parts. The first chapter introduces the originality and objective of the study; the second chapter discusses the essential features of current social economy which is the macro-background for the existence of cultural market in Shanghai; the third chapter discusses the fundamental characteristics in Shanghai cultural market which are the basis to analyze and solve the problems encountered in cultural market law enforcement; the fourth chapter concludes the administrative execution issues in the cultural market management; the fifth chapter probes the strategies in Shanghai cultural market law enforcement. According to the strategic requirement issued on the 17th CPC national conference, the author expounds viewpoints from four different aspects, that is, mind emancipation, law enforcement system innovation, innovative rule of law in cultural market and innovative building of high quality law enforcer; the sixth chapter is conclusion.
