This dissertation focuses on fujian salt district and lianghuai salt district. By comparing them, we find that there is a relationship of marginal district and central district between them. Because of this, different trends of management are taken on. That is, fujian salt district shows go-aheadism, while Lianghuai Salt Distrct was filmly steered by Government. To some degree, fujian salt district broke up the Ming Dynasty, while lianghuai salt district maintained it.During mid-after period in Ming Dynasty, traditional system of salt was challenged by new social and economic circumstance, so it needed to change accordingly. But governors weren't willing to do this. On this condition, what is the force to push it to make adjustment? Which approach will the change take?I regard fujian salt district as one of the weaker tache, and I think it is possible to bring about change by it. Of course, the change of traditional salt system should be the result of many factors. But the behavior of marginal salt district possibly immit new vigor. And this kind of behavior maybe represent the trend of the future policy, so it also can be count as one of impetus and approach to change the traditional system.
