The Study On Harold Wilson's Government Reform (1964-1970)

The science and technology revolution in 1960s brought great changeto Britain. Face to the new circumstance, Harold Wilson——the chief of labor partyconsidered that science should connect with socialism. He wanted to integrate thescience revolution into the goal of labor party constitution. Wilson thought that commonsystem and science should develop the economy of Britain, labor party' socialism goalwould come true. In 1964, labor party' general election manifesto——《the newBritain》recommended labor party's plans, and impressed the modernization party on theelectorate. Harold Wilson's leadership was consolidated, the contradiction between theleft and right was quite down. Wilson won the general election. After assuming thereins of government, Wilson adopted a series of reformation, and acquired definiteeffect. But because of the unhappy economic circumstance and multi-reason else, thegovernment's reform wasn't afford with its plan. About the reform of Wilson'sgovernment, there wasn't many people paid attention to it in China. The author based onhistory materialism and connected with practice, started from Wilson's early thinkingand politic activity, tired to analyze the background, measures and significance of thereformation. The measures and significance were important parts.This paper was separated into four parts:ChapterⅠexamined the labor party's political programme and political practicebefore this reformation, in order to knew the historical venation of labor party's socialdemocracy, to found the reason of labor's continuous defeats in 1950s. It's also thebackground of reformation.ChapterⅡintroduced Wilson's forepart politics first, gave a general appraisementfor Wilson's socialism ideal, analyzed the opportunity and challenge the 1964government facing. The economic policy and practice of the Wilson's government wasthe important part of this chapter, nationalization,national plan,the new ministry oftechnology,the July measure, pound crisis and so on.ChapterⅢanalyzed the social and political reformation, education and socialsecurity reformation were the main parts. In addition, on the aspect of rarely mentioned in the academic circles, such as the measures taken by the labor party administration onpolitics, the author also made a preliminary exploration.ChapterⅣwas the part of conclusion, based on analysis to the three chapters. Theauthor analyzed and appraise the reformation in general. This paper concluded thatWilson's reformation tired to connect science revolution with socialism ideal, tired hisbest to develop Britain's economy, but the action was according to the pragmatismprinciple, the practice was out of joint with theoretics. So the reformation was realisticand lean to right.
