In theprocess of private salt treatment, because of natural disaster and man-made calamity, especially Inlong-term time, division of the country among warlords and confusion and conflict between thewarload separatists made private salt removed hardly by the root, so leading to end failure. Tothis, we should understand it comprehensively and objectively.
