The HuBei Military Government And Xinhai Revolution

Xinhai Revolution, the high peak of the development of old democratic revolution on modern China, not only overthrew the reactive governance of Qing Dynasty, but also ended absolutist system of the feudal monarch for 2000 years in China, and founded democracy revolution of complete meaning. The establishment of the HuBei Military Government in Xinhai Revolution was the first revolutionary regime of the republic of the bourgeoisie democracy which had complete meaning in Chinese history. It was the first military government of the province class of the China Republic, also performed the power of central military government. The HuBei Military Government actually played the role of the military government of the China Republic in 3 months after its establishment, developed an important function, and influenced the course of Chinese history to some extent. However, the HuBei Military Government had also some limits. In the past years, the relationship between the HuBei Military Government and Xinhai Revolution was studied. But the research was not objective in some aspect. Therefore, this thesis generalized the research result of Chinese and foreign scholars on Xinhai Revolution in the last 90 years, pointed out the research situation of the relationship between the HuBei Military Government and Xinhai Revolution on the basis of predecessors'research and academic dynamic state in order to give an objective and fair understanding and evaluation to the HuBei Military Government and a true fact to history. The text, which mainly includes four parts, discusses the relationship between the HuBei Military Government and Xinhai Revolution.The first part: the establishment of Hubei Military Government was the important result of Xinhai Revolution. The part mainly discussed the establishment and development of the organization of HuBei Military Government. Xinhai Revolution of 1911, which broke out and won victory in Wuchang, shocked Chinese people. Then the revolutionary party established the HuBei Military Government under the leadership of old military officer Li Yuanhong and set up the organization. With the development of the revolutionary situation, Tang Hualong attempted to usurp the power of the military government. For this, the revolutionary party adjusted the organization of HuBei Military Government by making a great effort. The result was the weaken of the power of the Tang Hualong , the strengthen of the revolutionary party and the advancement of the revolution process. From above, we can see that the establishment of HuBei Military Government was the important result of Xinhai Revolution.The second part: the HuBei Military Government was a revolutionary regime. This part mainly discussed the revolutionary property of the HuBei Military Government. After the establishment of HuBei Military Government, it promulgated and carried out a series of revolutionary policy and measures in order to consolidate new-born revolutionary regime, stabilize social order and develop economy. First, it rescinded miscellaneous tax, stabilized and restructured finance, reformed judicial system, expelled outmoded conventions and custom to Chinese. Second, it issued note to foreigners, expressed own position and attitude. Third, it also constituted and promulgated the law, ordinance, statute, regulation, ect. Among them, e zhou provisional constitution was an extremely important document. From above we can see that the revolutionary party predominated the power of the Hubei Military Government although the head was the old bureaucrat. The property of the HuBei Military Government didn't changed. The HuBei Military Government was still a revolutionary regime.The third part: the HuBei Military Government promoted the development of Xinhai Revolution. This part mainly discussed WuHan defend war between revolution party and qing army in order to consolidate revolutionary regime and defend revolutionary result. WuHan defend war, which included Hankou war and Hanyang war, lasted more than 40 days, was not only a biggest scale battle during Xinhai Revolution, but also a decisive battle between bourgeoisie revolutionary party and qing army and Yuan Shikai which represented feudal comprador. At this period, the domestic and international parties went into political stage, played a respective different role, had a great influence on Xinhai Revolution and Chinese political structure. Although Wuhan defending war ended in the defeat of revolutionary army, it won national victory in the sacrifice of part interests. Through organizing and leading WuHan defending war, the HuHei Military Government effectively defended the existence of the first revolutionary regime, created beneficial opportunity for other provinces in the whole country, promoted the development of the revolutionary.The third part: the limits of the HuBei Military Government. This part pointed out the limits of the HuBei Military Government at the time of affirming the positive effect of it. Although the HuBei Military Government adopted a series of measures which was beneficial to revolutionary regime and people's living in political, economical, military areas in order to consolidate new-born revolutionary regime and develop social economy, it still had some limits because of the limitation of the rank and ages. However, it didn't influence the revolutionary property.In the end, the particle generalized and summarized the thesis. The establishment of HuBei Military Government was the important result of Xinhai Revolution, and then turned over to promote the development of Xinhai Revolution, body the revolutionary property of the regime. However, HuBei Military Government still had some limits. We should persist in using historical and materialistic standpoint to treat the relationship between the HuBei Military Government and Xinhai Revolution. Recognizing and evaluating the relationship between the HuBei Military Government and Xinhai Revolution rightly was not only advantageous to see history and guide reality, but also had certain realistic meaning in modern life.
