Asia and other regions in both developed and developing countries have begun to catch up and develop the cultural industry. By contrast, in China which has 5,000 years of splendid culture, the cultural industry is still in its infant industries and small industries stage. China's cultural industry is the least competitive in the world's 15 major countries, with a score of 0.22 in the competitiveness index rankings, compared with the third world countries South Africa and India is also low 0.01 and 0.02 respectively. Essentially, there are some problems: First, the cultural industry legal system is not perfect. Secondly, cultural management system has not been straightened out, and there are still structural barriers. Thirdly, investing and financing channels are single. Fourth, cultural market is in disorder. Fifth, the professional personnel training of cultural industry have been ignored. At last, China hasn't built up the necessary safety precautions and cultural mechanisms. All above have become serious obstacles to the development of China's cultural industry. Our understanding of cultural industry and cultural industries policy, and the rationality of our policy, will affect the development of China's cultural industry for quite a long period; even further affect the restructuring of our whole economy and the upgrading of the industrial structure. How to research and create scientific cultural industry policy and improve China's cultural system to better adapt to the cultural industry development has become a pressing issue in the face of China's government.This paper is aimed at the needs of the reform. There are four main parts; the first part is about the meaning and role of cultural industry policy. The second part recalls the development process of China's cultural industry policy and the main content. The third part focuses on industry policy mistakes.
