| Japanese policy on China has been the important problem that academic circles shows interests all the time, the research on this problem has a great achievements with Japanese foreign data deciphering. Especially, the analysis to 1970s'policy on China also has got more achievement. The achievements were mainly focused on the normalization of Sino-Japanese relation when scholars studied on Kakuei Tanaka government's policy on China, but the cause of policy on china is seldom studied. The sort is mentioned simply when studying the process of normalization of Sino-Japanese relation, and attaches importance to and much in politics aspect such as factor and international situation. So the study on the cause of Kakuei Tanaka government's policy on China was not systematic. I thinks that the causes which made Kakuei Tanaka government changed the policy on china thoroughly is multivariate and Japan property boundaries'conversion to China thoroughly was mainly contribution to the conversion of Kakuei Tanaka government's policy on China. Secondly, Kakuei Tanaka himself and Sino-Japanese people's diplomacy had made an important impact on Kakuei Tanaka government's policy. Because of the current delicate changes of Sino-Japanese relation, it will be more helpful that summarized the experience by analysis of the cause of Kakuei Tanaka government's policy on China.The text consists of four chapters except forward and conclusion.Chapter One focus on the change of Japanese policy on China after war when the USA captured Japan alone.Japan had lost independence completely as defeated state. The Japan government chosen the policy that opposed to Chinese People under the presure of American. It interposed an obstacle to the normalization of Sino-Japanese relation. So Japan governemt carried out the policy opposed china which based on Japan-American military alliance, especially in the practice on to China problem. Following American to adopt a hostile attitude towards new Chinese though postwar, Japan has been forced to choose to opposes China policy, but is really not a subjective wish of Japan. And with international and domestic situation changed, thinking from the self-interest, Japan often adjusted relation with China. Even the Sino-Japanese relation fell in the most difficult period, their connection never ended. It not only provided the base for diplomatic relation recovering, also that the cause which Kakuei Tanaka cabinet appears on the stage of at the same time decided to change the policy on China. But since Sino-American relation fell in difficult, and Japan couldn't exceeds the Japan-American military alliance, so Sino-Japanese relation cann't make achivement. After the 1970s, the long range accumulates and expands with the fact that Sino-American relation's improvement, China restored the rightful seat in the United Nations and the Sino-Japanese people's diplomacy, and after Kakuei Tanaka appears on the stage, Janpan government had adopted a series of efforts, ultimately made achivement of Sino-Japanese relation.The second chapter mainly discusses the international situation, and the change of China, America and Japan's relation. It is the important international factor which made Kakuei Tanaka governemnt decided to change the policy on China. First, the effects of Nixon clash on Japan are so enormous that Japan economy met heavy losses, and made Japan fell in passive situation on the aspect of policy on China. Exactly because of Nixon's China-visiting and Sino-American relation'improvement, aroused the activity to improve the Sino-Japanese relation. Exceed diplomacy aroused the emergency that not to fall behind American on the problem of establishing diplomatic relations with China. Secondly, 1970s the changes of Japan policy on China, have a certain amount of contact with developing on Japanese the 1960s'economy. From the 1960s, Japanese economy has been developing fastly, and becomes the second important west economic power. But subsequently coming is that Japan-American mounts friction in trade unceasingly, in order to compete with America development on economy, politics is mounted striving for sitting as equals at the same table with America, Japan also needs improve relation with china, come to boycott the pressure that America exerted to Japan so as to defend Japanese benefit. Under this environment, the Japan government changed policy on China step by step. Finally, till 1970s China restored the legal seat on United Nations, that made China become a power in the world.. As the Rising of Chinese international standard that made it diffcult to ignore the existence of China for Japan, so therefore Japan had to face the accomplished fact, and change the policy on China. Maybe it was the most siutable decision for Japanese benefit.The third chapter: After the war, Japan and China had not formal offical relation, in fact, therefore both sides had developed the unique people diplomacy, which till Kakuei Tanaka's time had already so much developed that it was difficult to cut off two countries'relation. Although development of the people diplomacy works in snatches, very difficult to go on foot, but ultimatly, the relation's improvement had established the certain basis for both countries.
