From the above mentioned, thegovernments' policy to manage and develop Kang district brought two aspects ofchanges, which were land-use changes and environment changes, from 1903 to 1949 inend of Qing dynasty and Republic of China. Considering the land use and mineralsexploiting, land structure was changed and the land-use degree was improved greatly aswell as minerals was made full use of. However, when it comes to the impact onenvironment, because paid attention to economic benefits excessively and neglectedenvironmental bearing capacity, produced some downside impact such as water loss andsoil erosion, vegetation destroyed, and so on.
