This paper focuses on the land-use degree of the Kang district and theenvironmental change caused by it when the policy of borderland-development wasimplemented during of the1903-1949. Exhibits the processes of the policy's framingand implementing in the first place, and then discusses the impact on land-use of Kangdistrict due to those development efforts. Further, analyses the impact on naturalenvironment of Kang district because of the land-use situation. Gather up all the threadsof the above-mentioned, I look forward to quest policy framed by government is how toact on human being's activities, and human being's activities is how to make theland-use floor changed, as well as the changes of land-use is how to impact onenvironment. This article mainly includes the following six parts:Chapter one, it introduced the selected topic basis and the significance for the study.Research concept limits. Analyzed the current situation.Chapter two, it introduced the natural environment of study area and it'sagricultural and livestock husbandry of in the early the latter stage of QingDynasty. Wich is the research' foundation stations troops to open up wasteland and theenvironmental variation.Chapter three, it discussed the land-use degree of Kang district caused by it whenthe policy of borderland-development was implemented during the last years of Qingdynasty. This part is divided for five small matters again according to developing thecourse that the policy is implemented and launched: Section one has mainly told thebackground of the policy is implemented and it is issued. Section two is from makingrules of stationing troops for opening up wasteland, Investigate wasteland resources andimmigrants station troops for opening up wastelandetc expound the fact implementationoverview to station troops for opening up Kang district. Section three has mainlyexpounded the fact the Qing Government is out of the purpose to enrich financial, andto the mineral products (mainly gold mine) situation of developing in Kang districtactively. Section four main analysis station troops for opening up wasteland and miningindustry develop implementation of policy utilize influence that form produce to land.Part five It is this seal of brief summaries. Chapter four, it is about the argumentation on influence developed and utilized toits land in management of the Kang district of the Republic of China. According to theefforts which the Republic of China government developed to the Kang district at thattime, this chapter divides the development to the Kang district of the government at thattime for two stages. The first stage: The Republic of China earlier stag(1912—1927), itis the Northern Warlords that rule period. Because of the tangled warfare of everydomestic warlord at this time, the government does not all have in such aspects associal economy, culture and education in the Kang district to enable the NorthernWarlords. The secodly stage: The Republic of China latter stag(1928—1949), it is TheKuomintang rules, period. Because of the domestic and formal unity and need of the warof resistancea at this. time, the Kang district has got investment and development of thenational government. Because the pushing of the government, agriculture, animalhusbandry, forestry and mining industry all getting the development of a certain degreein the forest, ore of the health district. Meanwhile, the land of the Kang district utilizesthe form to be influenced too, such as the land utilizes structure to change and usebenefit of the land has been improved.Chapter five, it is discussed the environmental change caused by it when the policyof borderland-development was implemented during the last years of Qing dynasty andRepublic of China. Through an analysis of preceding paragraphs, the author thinks thepolicy of borderland-development was implemented, make the land resources of thehealth district get more sufficient use to a certain extent. But because the vegetation thatit has changed the land is covered, so has brought some negative effects on theenvironment of this district. Such as making the forest destroyed, Soil erosion, etc.The 6th chapter summarizes all parts of my paper. From the above mentioned, thegovernments' policy to manage and develop Kang district brought two aspects ofchanges, which were land-use changes and environment changes, from 1903 to 1949 inend of Qing dynasty and Republic of China. Considering the land use and mineralsexploiting, land structure was changed and the land-use degree was improved greatly aswell as minerals was made full use of. However, when it comes to the impact onenvironment, because paid attention to economic benefits excessively and neglectedenvironmental bearing capacity, produced some downside impact such as water loss andsoil erosion, vegetation destroyed, and so on.
