| Guangzhou National Government constituted a mass of laws and regulations in order to consolidate political power and develop revolution. For differences in historical environment and political nature, there was much discrepancy between Guangzhou National Government and Late Qing Dynasty and Beiyang Government in the legislation.This paper studies on the legislation of Guangzhou National Government, investigating wholly on the legislation in this period to illustrate its success and failure. The paper is divided into four parts. Firstly, it expounds the legislative guiding ideology and legislative organization, and introduces how the Guangzhou government regime formed, especially how the Three People's Principles formed and established. Secondly, it investigates the government's legislative organization, and analyzes each role of Committee on law, Kuomintang Central Executive Committee and Kuomintang Central political council in the process of law-making, as well as their relationship. Thirdly, it introduces the content of the legislation of Guangzhou national government. It introduces all the historical background and their main contents and characteristics from the aspects of administrative legislation, criminal legislation, civilian and commercial legislation and other important legislation. Fourthly, it analyzes the characteristics of national government's legislation. The legislation had apparent trace of the Soviet Union, and was affected greatly by the legislation in Late Qing Dynasty and Beiyang Government. It also served as a connection between the preceding and the following. |
