Qing Government set Vice-generals Yamun in Northeast China in order to manage the garrison Eight Banners. It is both of army and political. In light of the change of populations and the political statement, the governor of Qing set 19 Vice-general Yamuns after the establishment of 3 General Yamuns to govern northeast China. The establishment, remotion and abolishment, reflected the the change of martial condition, economy and population. Therefore, through the change, we can see the changeover of the martial disposition and tactic.After the capital moved to Beijing, Emperor ShunZhi started Shengjing Vice-general Yamun. And it was the first one. From emperor Kangxi, Qing began to dispose the martial garrison all around northeast China. Because of the country's safety, Emperor KangXi set 5 Vice-generals in Heilongjiang and Jinlin province. It had great meaning to the success the Yakasa War, and the development of this area. Until Daoguang and Guangxu, the western word got into Qing, and Japan had became more stronger after the political change. Therefore, Northeast China changed a lot, especially after the subscription of Aihui Treaty and Beijing Treaty,. In order to kept safe, Qing governor set some more Vice-generals Yamun in the important cities. So it was the key moment in the development of Vice-general Yamun. However, the Vice-general could not change the destiny of Qing.The study of the Vice-generals is one important part of the Northeast History. It is also the studies on administrative organization. And it has great meaning to study the administrative organization of Qing garrison Eight Banners in northeast China. To study the administrative organization, this dissertation associates the early study and the archeological discovery. The disposition of the Vice-general Yamun influenced Qing's politics, economy and army, in northeast China. .
