As a famous diplomatic of the Republic of China, Weiching.Williams. Yen' swhole life was individable with China' moderndiplomacy. He reached his summit of diplomatic life in PekingGovernment period. During this period, W. W. Yen formed his owndiplomatic thoughts. His diplomatic thoughts in a certainextent reflected the wisdom of the professional diplomatics ofthe Republic of China, and also reflected the international anddomestic situation.It had a very strong characteristic of thattime. His diplomatic thoughts and practices still has greatsignificance today. This article is divided into seven partsand attempts to study his diplomatic thoughts comprehensivelyin the macroenvironment of international politic change and thedevelopment of international relationships in modern time withthe consideration of realistic circumstances of domesticpolitics.The first part elaborates the main reasons for the formingof Yen' diplomatic thoughts. It expounds the influence of thefollowing four aspects to Yen's diplomatic thoughts, which are the terrible situation at that time, the education, the influenceof elder diplomatics and long-term diplomatic profession.The second part expounds his diplomatic principles in detail,namely the supremacy of sovereignty, the relative independenceof diplomacy and the consistency in foreign policy, ltelaborates how these principles formed,their contents and thepractice of these principles.The third part specifically elaborates Yen's diplomaticstrategies. It expounds the form and reflection of thepractical strategy of making progress in a safe way.Then itlifts the basis and the application of strategy of makingalliance with America to fight against Japan.The fourth part elaborates Yen's construction to thediplomacy of Peking Government. It demonstrates his constructionfrom his reform in the diplomacy system and protocol of theRepublic of China, his training of the diplomatic talents.The fifth part is the conclusion. It elaborates PekingGovernment' s hard diplomatic situation, the progress andlimitation of Yen' s diplomatic thoughts.
