Chapter 2, Chapter 3 and Chapter 4 are important, which analysis"The second Terms of Truman Administration's Aid Policy to Southeast Asia".The preface, describes the paper's goal, the significance, the innovation, the method, and gives an introduction of the theory at home and abroad.Chapter1 describes Southeast Asia's status in American Policy(1945-1949) from The second Terms of Truman Administration's Policy and Aid Policy .Chapter2 describes the eve of Aid Policy.America was stroked by the victory of CPC in China in cold war deeply. Therefore American government started to draw up the comprehensive Asian policy, so NSC48/1 and NSC48/2 appeared. At this time, the Department of State and Department of Defense had the difference upon the policy. Department of State argued the standpoint should be economic. In the contrary, the latter thought the standpoint should be military.
