In the history of the Soviet Union, the period reigned by Khrushche was important as well as complicated. For its importance, it aroused people's high enthusiasm to the progress of reform and democratization at that time; for its complication, the Soviet Union spent a decade which was called"honor at first and was blamed for"subjectivism"afterwards. Khrushche was also an important and complicated figure. To be a politician of the turning period of the times, he had a great potential for political innovation.During the decade ruled by Khrushche, the main strategic objective of its diplomacy and domestic affairs were: to think of change inside and peace outside. That was to focus on reformation inside, meanwhile to develop a peaceful relationship with the western countries from the diplomatic point of view so as to create a peaceful coexistence international situation. .But in October, 1964, at the Central Conference held by the Central Authority Khrushche was compelled to declare resignation, which symbolized the end of the time of Khrushche and beginning of a new era represented by Brezhnew.For a long time, the western public opinion thought the sudden fall of Khrushche from political power was the result of"power games". Even Khrushche himself also confessed to it in his memoirs. But in fact, the real cause of his fall was the policy in his ruling period, the incorrect ones made in industry and agriculture, which made him lose more and more supporters. Cutting troops and reducing military budget made Khrushche lose military supporters. Moreover, his objection to the personal worship to Stalin didn't wipe out personal superstition. On the contrary, what he did eventually became the evidence of his crime when he was charged.This thesis emphasizes on the second part, the response of the United States to the fall of Khrushche. Firstly, the United States thought that after Khrushche's fall the factors that influenced Soviets'foreign policy mainly included: the struggle of the collective leadership with the internal power games; domestic economic problems; the relationship between Soviets and China; the changing situation of Eastern Europe. Secondly, the United States thought the future tendency of the Soviets'foreign policy should be: the extension of Khrushche's main policy for a short period of time; the temporary Cold War between the Soviets and the United States; for competing with the West and China, the Soviets would adopt a more positive policy to the undeveloped nations. Lastly, according to the above estimation and judgment, the United States made an analysis of the diplomatic strategy of the early years after Khrushche's falling off the power. The United States thought Khrushche's fall would not bring essential influence on the both parties'armament agreement, but concerning armament control the Soviets might put forward some new proposals. The Soviets would continue to observe the multilateral nuclear power project within the NATO and its European policy would be restricted because of its tough attitude towards Germany. To Cuba and Latin America, the Soviets would adopt new strategy of calling on Latin America to fight and propagate on a large-scale in order to terminate Cuba's diplomatic isolation and ease the economic pressure coming from the United States.
