In Qin and Han dynasty mineral resources that had been found and used were many types. Unity in politics in this period speed mining and smelting metal and casting utensils technology which made great progress of mining industry. This article elaborate three aspects including types and distributing of mineral recourses, management of mineral recourse and application and effect of mineral recourse in Qin and Han dynasty. Mineral recourses have serious relation with economy, military affairs, daily life and production, which important role was recognize by Qin and Han government.Established multi-grade administration authority and issued a series of laws and regulations. After unified of Qin dynasty, state set up Shaofu, Zhishuneishi etc. as central management authority. Han dynasty followed management method of Qin dynasty. On the rule of WuDi, Dasinong, Shaofu and Shuihengdouwei take responsible of mineral recourse. And in local county salt and iron officials were in charge of this matter. Then during Eastern Han dynasty, such affair managed by officials in county.As a state of power centralize and uniform, Qin made mineral recourse nationalization. At the beginning of Han dynasty, government permitted privately-owned mining and melting industry and part of state-owned. Due to finance need , government withdrawal private management right when WuDi ruled. After then the privately runned was permitted step by step till the end of Western Han dynasty. In Eastern Han dynasty the privately-owned management played main role.Application of mineral recourse was extremely extension in society production and daily life such as the mode of production, construction of large size irrigation project, maintenance and establishment of road and canal, application in medicine field, requirement of cosmetic, dietetic structure diversification. Which satisfied increasing needs of social production and common life , promoted the development of social productivity and contributed to weapon progress and cultural exchange.
