Until wu emperor of the han dynasty suppressed the rebellion, the governance system of centralism could be established and consolidated. From the end of the eastern han dynasty to the northern and southern dynasties, even sui dynasty all went through a chaos course caused by war, splitting and recognized course. In splitting and turmoil, the country needed political unification by the tang dynasty to strive to realize the unification of politics.Second , in culture, in spring and autumn period, there were a lot of schools of thinkers such as Confucianism, Taoism, laws, monist, yin-yang schools and so on. At the latter warring states dynasty , the various schools of thinkers have presented the requirement of merger when there was the appearance of the eclectic. In qin dynasty wanted to end various schools of thinkers with administrative, compulsory means and leaded the ideology and culture to be unified. The eclectic didn't afford the important task. So the following development of ideology and culture would reflect inherent contradiction in the spirit of the ideology and culture among the form of external conflict.
